Howard Holland
Chief Holland started his police career on November 05, 1997 at the Downingtown Borough Police Department. After serving four years as a Patrol Officer he tested and was promoted to the rank of Sergeant. After serving as a Sergeant, for seven years, he then tested and was promoted to the rank of Lieutenant. The last promotion was to the rank of Chief of Police in 2009.
Throughout his career Chief Holland has been involved in many aspects of law enforcement. He worked Drug Investigations, in which he was sworn in as a Special County Detective with the Municipal Drug Task Force and Federal Drug Enforcement Agency. He was involved with the implementation of the first bike patrol unit for the Downingtown Police Department. Chief Holland also served in the capacity of several positions including Field Training Officer, Firearms Instructor and Evidence Custodian. Chief Holland also played a major role in updating the agencies policies and department manual. While he was part of the Downingtown Police Association he served in the role of President.
In 1999 he was an active member with the Western Chester County Emergency Response Team in which he worked through the ranks of Operator, Assistant Squad Leader, Squad Leader, and Assistant Team Leader. Chief Holland took the role of Team Commander for the Wester Chester County Emergency Response Team in 2009. During this time there were three active Emergency Response Teams in Chester County. Chief Holland was part of the process to merge resources to bring the Western Chester County Emergency Response Team and the Northern Chester County Response Team into the current Chester County Regional Emergency Response Team.
Chief Holland also was active as a volunteer fire fighter in Delaware County starting in 1986. During his tenure he held the rank of engineer and also held the rank of President of the fire department at the same time. Chief Holland left the fire department in 1999 due to time constraints with his law enforcement activities. However, Chief Holland continues to assist the Downingtown Fire Department and community when necessary, by driving fire apparatus to active fire incidents and serious accidents.
Chief Holland has attended numerous fire and police training seminars including management level classes with POSIT, POLEX and LEEDA. Chief Holland graduated from the FBI National Academy in 2010. Chief Holland currently serves on the Executive Board of the Chester County Police Chief’s Association.
Chief Holland has received numerous awards including Officer of the Year, Fireman of the Year, and Fire Fighter Life Saving Award for assisting in rescuing an entire family from a hazardous situation. One of the major highlights of his law enforcement career was the apprehension of a subject who was wanted on a one million dollar bounty.
Chief Holland has been with his current spouse for 22 years and lives in Chester County.
Chief Holland enjoys fishing, golf and classic cars.
